Sino-Japan relation turns on a new leaf?

导读:昨日下午，中日双方就两国关系达成四点共识。这是双方第一次以见诸文字的表达，其中明确了中日在钓鱼岛及东海存在主权争端，双方强调存在不同主张。

State Councilor, Yang Jiechi held talks with visiting Chief of Japan National Security Bureau, Shotaro Yachi in Beijing yesterday, with four consensuses being reached concerning major sensitive issues of Sino-Japan relation, such as historical issues and Diaoyu Island.

据悉，中国国务委员杨洁篪于昨日在京同来访的日本国家安全保障局局长谷内正太郎举行会谈，双方就历史、钓鱼岛等有关中日关系的重大敏感问题达成四点共识。

The consensus being:

共识具体内容为：

I. Adhering to principles and spirits of four political documents of Sino-Japan relation, both parties would continue to develop a strategic relation with mutual benefits.

一、双方确认将遵守中日四个政治文件的各项原则和精神，继续发展中日战略互惠关系。

II. In line with the spirit of “facing history and meeting the future”, both parties would reach more agreements in overcoming political obstacles hindering Sino-Japan relation.

二、双方本着“正视历史、面向未来”的精神，就克服影响两国关系政治障碍达成一些共识。

III. It’s been acknowledged by both parties that different propositions exist in recent tensions of east-sea issues concerning Diaoyu Island and both parties agree to hold talks to improve the situation, and to establish a managing regime in case of emergency and unexpected events.

三、双方认识到围绕钓鱼岛等东海海域近年来出现的紧张局势存在不同主张，同意通过对话磋商防止局势恶化，建立危机管控机制，避免发生不测事态。

IV. The two countries also agreed to gradually resume political, diplomatic and security dialogues through various channels and work hard to establish mutual political trusts.

四、双方同意利用各种多双边渠道逐步重启政治、外交和安全对话，努力构建政治互信。

It’s reported that the consensus came after the news being disclosed concerning “coordination being suspended towards official meeting between Sino-Japan leaders during APEC” on Nov. 6th.

据悉，此共识的达成是在 “亚太经合组织(APEC)会议期间中日有关首脑正式会谈协调被叫停”的消息于6日披露后，日方为挽救会谈而做出的。

This consensus has also drawn great attention from the international community. Agence France Presse (AFP) commented that, the key of the consensus lies in the acknowledging the “different proposition” towards Diaoyu Island. And the “facing history” part is clearly in reference to Abe’s visiting the Yasukuni Shrine.

此共识的达成引起了国际社会的广泛关注。法新社称，中日双方共识最主要集中在钓鱼岛争端上，明确提到其“存在不同主张”。同时，共识中也提到“正视历史”，这显然是指安倍参拜靖国神社问题。

While China put emphasis on the content of the four consensuses, the Japanese politicians and media tend to focus on the possibility of talks between two leaders and in what ways. Japan NHK TV station reported that the reaching of four consensuses has “basically guaranteed the first talks between Abe and President Xi during APEC summit.”

不过，与中国着重阐述四点共识内容不同，日本政客和媒体把焦点放在双方领导人能否会谈或首脑会谈会采取何种形式上。日本NHK电视台称，中日四点共识的达成“基本确定安倍首相与中国国家主席习近平将在北京APEC峰会期间举行首次会谈”。
