Setting up the Anti-graft Network

导读:昨日，APEC各成员经济体在部长级会议上如期通过“反腐败宣言”。这一宣言的通过也意味着亚太地区的反腐网的真正成形，腐败分子的“天堂之门”从此将被重重关上。

The 26th APEC Ministers Conference closed yesterday in Beijing. According to Wang Yi, foreign minister of China, who later disclosed the results achieved by the meeting, the main outcome of this meeting is the six consensuses by parties, among which the highlight rests upon anti-graft consensus and the passing of Beijing anti-Graft Declaration.

据悉，亚太经合组织第26届部长级会议于昨日在北京闭幕。中国外交部长王毅在会后共同会介绍会议情况和成果。据王毅介绍，此次部长级会议的主要成果是达成了六点共识，其中最大的亮点无疑是APEC各方就反腐达成的共识以及通过的《北京反腐宣言》。

Economic entities should try hard not to be the haven for corruption, including taking measures like extradition, legal assistance and returning illegal revenues of corruption.

一、防止各经济体成员成为腐败分子的避风港。措施包括引渡、法律互助、返还腐败获得的非法收益等。

Information sharing, including the exiting records and information of illegally acquired properties of the corrupted cadres under investigation.

二、各成员体间信息共享。包括对正在接受腐败调查的官员的出境行为信息，以及其非法获取财产的信息共享。

Strengthening bilateral cooperation and encouraging members to sign bilateral extradition and legal assistance agreements under proper conditions.

三、加强双边合作，鼓励成员经济体在适当的条件下，签署双边引渡协定和双边法律协助协定。

Establishing an information exchanging and law enforcing platform, the APEC anti-graft and enforcing institute network office.

四、建立APEC反腐和执法机构网办公室作为信息交换及执法平台。

Strengthening international cooperation through multi-lateral network construction.

五、通过多边网络建设，加强国际合作。

Encouraging members to initiate, implement, enforce and complete legislations concerning preventing bribes.

六、鼓励经济体成员发起、实施、执行和完善防止贿赂的立法。

Cooperation means of anti-graft cases should conform to laws and regulations of member countries.

七、在反腐败案件上进行合作的所有手段要符合经济体成员的法律和管理规范。

Encouraging the participation of society into the anti-graft campaign and enhancing exchanging, talents training and technical supports between members.

八、欢迎社会参与反腐败行动，推进经济体成员间的交流，人才培训和技术支持。

Wang Yukai, professor of State Administrative Institute, said that some corrupted cadres prefer to flee to Hong Kong, Malaysia, Singapore and some pacific island countries as their first station and using it as a “spring board” to a third place after getting fake IDs. The establishment of the Declaration has surely made the “spring board” into “sheer cliff”.

国家行政学院教授汪玉凯指出，部分外逃贪官喜欢选择香港、马来西亚、新加坡和一些太平洋岛国作为出逃第一站，获取假身份后再以那里为“跳板”前往第三地，而反腐宣言一旦落实，“跳板”会成“断崖”。
