Mutual duty to secure peace along Sino-Indian borderd

Several Indian media outlets claimed Sunday that Chinese People’s Liberation Army (PLA) troops have "transgressed" the Line of Actual Control on the Pakistani side of Kashmir, passing nearly six kilometers inside Indian territory. This has led to a "stand-off" between the two sides.

3月13日，一些印度媒体报道称，中国人民解放军军队“逾越”了由巴基斯坦控制的克什米尔地区的实际控制线，进入印度领土约6公里，一度导致中印双方警卫对峙。

Indian media have repeatedly hyped up similar incidents, citing information from unnamed sources. There are divergences between Beijing and New Delhi over the border line, especially over the Line of Actual Control. Both China and India are well aware of it. Therefore, in order to avoid conflicts, both countries have agreed to take turns to patrol the area to stagger the chances of encountering one another.

印度媒体曾多次引用不知名的消息来源，歪曲炒作类似事件。对于边境线问题，特别是实际控制线，中印双方确实存在分歧，且两国对此心知肚明。因此，为了避免冲突，双方已同意轮流巡逻该地区，以免相遇。

There is no evidence to prove India’s claim of the latest incident. But Indian media is inclined to make a fuss over such issues, and often use words like "transgression" or "incursion." They seem to have forgotten that negotiations are still needed over the land disputes between the two sides, which is also one of the basic principles of India’s China policy.

印度方面的报道并无证据。然而，印度媒体倾向于对此类事件小题大作，并经常使用诸如“僭越”、“入侵”这样的字眼。他们似乎忘记了，关于两国的领土纠纷，仍然需要谈判来解决，这也是印度对中国政策的基本原则之一。

The Chinese foreign ministry has repeatedly reiterated that Chinese troops have been patrolling on the Chinese side of the Line of Actual Control and have never trespassed over the line. On the other hand, it is reported that India has raised planning of infrastructural constructions in controversial areas, and carried out aggressive patrols in the disputed border regions.

中国外交部已多次重申，中国军队一直在实际控制线的中国一侧巡逻，从来没有擅自过线。另一方面，据报道，印度已经加强了在有争议的地区进行基础设施建设的规划，并在有争议的边境地区展开了积极巡逻。

The Indian media is irresponsibly creating an image of China as acting unreasonably and as full of threats. Instead of poisoning the public opinion field this way, the Indian media should ponder what will happen to bilateral ties if Chinese media depicts India in the same way. The truth is that not a single gunshot has been fired near the Sino-Indian border over the years. Such peace and stability in the disputed area has not come easily, and it takes both sides to safeguard it.

印度媒体无所顾忌的呈现出中国的举动不合理、充满威胁的形象。他们其实不应以此种方式毒害公众舆论，相反，他们应该考虑，如果中国媒体也以同样的方式描绘印度，那么两国关系会怎样。事实上，中印边境这些年来未发生过一起枪击事件。在这个颇具争议的地区，和平与稳定实在来之不易，需要双方共同去维护。

It is important as the two sides are seeking to advance talks over border issues.

双方就边境问题提前进行谈话，是非常重要的。

Preserving peace and tranquility in the border region against all odds is of great significance to China. But this should not be a "favor" provided by India, because peace and stability along the border is also critical to New Delhi.

突破重重困难，保持边境的和平与安宁，对中国具有重大的意义。但这不是由印度特别提供的“恩惠”，因为和平与稳定对印度来说，也非常关键。

Like China, India has placed economic development as the top priority in its national strategy. It can therefore not afford tensions in Kashmir and the Sino-Indian border at the same time.

同中国一样，在国家发展战略中，印度也把经济发展作为首要任务。因此，它不能同时应对克什米尔和中印边界的紧张局势。
